From estate management to an expert in new ways of working
The way we work has changed significantly due to digitalization and it has a major effect on work environments. Senate Properties (Senaatti-kiinteistöt) is the work environment partner and specialist of the Finnish government. They support governmental organisations in adopting new ways of working and in designing smart workplaces. This not only makes more efficient use of their properties but promotes smarter ways of working for the 70,000 government employees. Our role is to help Senate turn this vision into actions and improved brand awareness.
Co-creating change
“How to engage government employees to actively participate throughout the change process?”
We studied end users and decision-makers based on their motivations and attitudes towards change. This helped Senate identify the things that would be needed to implement for the smoothest transition to the new environment. The profiles were aligned with the change process customer journey in order to identify the best ways of communication in physical and digital channels.
Stakeholder profiles
We identified altogether 12 stakeholder profiles. Six of them represent government employees from all levels of organisation, while the rest are different players from real estate business, varying from international real estate developers to constructors and private investors.
New service offering
We clarified Senate’s service offering in order to make all the expertise required in successful change processes more understandable and to promote their solutions and services on the right time of the change.

Actions to promote smart ways of working
Communication channel: senaatti.fi
We redesigned the Senate website from an estate-focused portal into a medium of professional content related to smart working for the 70,000 government employees. The new website offers engaging articles around modern workplaces and ways of working, well-being, productivity, supportive technologies and more.

Expert forum: Senaatti-areena
To strengthen Senate’s position as a thought leader in future work environments and ways of working, there was a need for an open platform of discussion and idea sharing. Together with the client, we created the concept for Senaatti-areena, a place for decision-makers and change agents to meet and exchange information and insightful examples. Live broadcasts and recordings of Senaatti-areena are publicly available on the website.

Smart work environment: Sesam
By creating the service concept and simulating the paths of different visitor profiles, we helped Senate to launch a new state-run collaborative workspace concept, Sesam, for all government employees. It encourages encounters and enables smooth working in a state-of-the art activity-based workplace. There is a suitable place for every task, every moment of the day.

User-friendly real estate sales channel
Smart and mobile ways of working require less space, so unused governmental estates will be on sale. We redesigned the user interface of Senate’s property on sales portal to make it easy and pleasant to use. The end users of the channel were closely involved in the process. Through interviews and tests we gained important knowledge to create a solid user experience.
