Interreg Aurora – FAIR 2 – Insight, Foresight and Strategy
Towards sustainable aviation in the Northern Nordics
Interreg Aurora -initiative FAIR2 set out to imagine the future of regional aviation in Northern Finland and Sweden — a future that meets both connectivity needs and climate goals.
The focus was to identify viable routes, understand user needs, and clarify the role of aviation in tomorrow’s sustainable transport mix.

A cross-border initiative to shape sustainable mobility and understand regional impact
For Kuudes, the mission was ambitious: forecast the region’s aviation needs for the 2030s — bridging vast geographical distances, harsh climates and complex cultural dynamics.
The FAIR 2 study area is geographically limited to the Kvarken Council EGTC’s member areas in Northern Sweden and Finland and the municipality of Luleå in Sweden. Kvarken Council EGTC is the lead partner in the initiative.
Our multi-layered methodology
To meet the challenge, Kuudes designed an innovative mixed-method study.

Mapping travel patterns through Telia’s tele-communications data and public statistics.

Quantitative research involving close to 1,000 respondents in Finland and Sweden, ensuring a robust sample to inform data-driven recommendations.

Qualitative interviews with 20 diverse organizations across sectors like education, infrastructure, and industry, gathering in-depth perspectives on sustainable aviation needs.

Scenario building with stakeholders to envision aviation needs for target groups and future impacts in the region. Translating scenarios into strategic insights.
Key Insights and Strategic Implications
Kuudes delivered findings that underscored a strong regional demand for sustainable aviation solutions and the strategic importance of enhanced cross-border connectivity. However, the study also identified significant challenges, such as regional car dependency, complex sustainability expectations, and cost concerns. Many appealing routes we identified as non-viable. These insights provide Kvarken Council with a roadmap to address current barriers while positioning the region as a leader in sustainable aviation.

Outcome:
A Vision for the Nordic Future
This demanding and strategically vital study not only charts potential routes but also sets the stage for a more connected and environmentally conscious Northern Nordics.
With tailored recommendations for commercial and seasonal routes, and on-demand business flights, Kuudes equipped Kvarken Council with actionable insights to turn a complex vision into a feasible reality.
Results
”The analyses made by Kuudes in the FAIR2 project offer its partners a great basis for the continued work on sustainable aviation.
By understanding the needs and expectations of our communities, we can develop aviation solutions that are not only sustainable but also economically viable and socially beneficial. This is a crucial step towards a more connected and environmentally conscious Northern Nordics.”
